1. | Non Objection Certificate (NOC) is required for students wishing to pursue their studies overseas to ensure that they meet the minimum qualification requirement. It is also used to obtain student visa from foreign Embassies to study in the educational institution of the relevant countries. NOC was introduced in 2002. |
2. | How to apply for NOC : |
a. It is necessary to ensure that academic achievements meet the qualification requirements set by the foreign university. Applications for the Certificate must be made in writing to the Ministry of Higher Education Malaysia, by contacting the Higher Education Department. | |
b. If students meet the qualification requirement, they may apply for a place in a university abroad. | |
c. After securing a place, they must apply for the NOC from the Ministry of Higher Education (MOHE) Malaysia using the KP/SSLN/2002 form and send it to: | |
Ketua Pengarah Jabatan Pengajian Tinggi Kementerian Pengajian Tinggi Malaysia Aras 3, Blok E9, Parcel E Pusat Pentadbiran Kerajaan Persekutuan 50604 Kuala Lumpur (for the attn of: Deputy Director Division of Overseas Student Welfare) | |
Students must complete the following forms (please click on the title to download form): | |
1 copy of KPT/SSLN/2010/B Form (Approval Letter for Student to study Overseas) a) 1 copy of KPT/SSLN/2010/B1 Form (Parents/Guardian’s Guarantee of Financial Support while the student is studying abroad). b) 1 copy of KPT/SSLN/2010/B2 Form (Sponsor’s Guarantee of Financial Support while the student is studying abroad). | |
The following supporting documents must also be attached: | |
1 copy of certified Birth Certificate and Identity Card; 1 copy of certified academic qualifications: SPM and STPM or other equivalent certificates recognised by the Government of Malaysia; 1 copy of certified offer letter from a HEI abroad; 1 passport size colour photograph (affixed on the front right upper corner of KPT/SSLN/2010/A). | |
3. | 3. The NOC will be issued by MOHE if all requirements have been met. All copies of supporting documents such as the offer letter, examination certificate, birth certificate, identity card, bank approval letter and other relevant documents must be certified either by a Member of Parliament, ADUN, Group A government officer, principal, headmaster, or village headman. |
4. | The NOC is not issued to applicants for the purpose of securing a scholarship or loan to finance education. It is only a supporting document to obtain a visa. |
5. | The reason for the minimum qualification requirement is to ensure quality education which will produce knowledgeable and highly skill manpower to increase productivity towards a developed country. |
6. | The NOC is issued by MOHE if all requirements are satisfied. These are: |
| a. Having the actual qualification (not predicted result) set by MOHE. b. Having the letter of offer for medical and dentistry programmes from HEI abroad. c. Having sufficient financial support for the duration of study. d. Having a guardian related to the family if the student is underage. |
7. | The NOC is required for further studies in all foreign countries. |
8. | The NOC will be issued to students who have registered at a foreign HEI to pursue further studies. |
9. | Applicants will not necessarily obtain the NOC even though they have received the letter of offer from the HEIs abroad because each application must meet the minimum requirements set by the Government of Malaysia (MOHE) and rather than those set by the foreign country. |
